Heavy rainfall, driven by a strengthened southwest monsoon and a monsoon trough rather than a tropical cyclone, triggered flash floods and river overflows beginning around August 18–19. In Pua district, accumulations reached 277.6 mm in 24 hours at some stations, with reports of 246 mm in just three hours and up to 330 mm in six hours in Bo Kluea district, or as high as 388 mm in four hours in parts of the upper province, figures described as extreme for the area.
The National Water Resources Office (ONWR) confirmed the downpours resulted from a low-pressure trough causing moisture from the Andaman Sea to collide with the Luang Prabang mountain range along the Thai-Lao border, producing intense orographic rainfall. Officials explicitly stated this was not a “rain bomb” event.
Contributing factors to the severity and annual recurrence of flooding in Nan include the province’s steep mountainous terrain, which funnels water rapidly into narrow valleys, and significant deforestation: nearly 1.8 million rai (about 24% of forest cover) has been converted to highland agriculture, reducing soil absorption and increasing runoff and sedimentation.
As of early August 21st, water levels at key monitoring stations, including N.1 near the Northern Development Bridge (Phu Phiang/Mueang area), had fallen below embankment barriers by approximately 85 cm and continued a downward trend.
Upstream districts such as Pua and Tha Wang Pha, hardest hit initially, were drying out, allowing machinery to begin debris and mud clearance. In Mueang Nan (the provincial capital), flood levels in economic zones, markets (including the municipal market and Si Kham market), and communities reached 30 cm to over 1 meter in places, with some roads (such as Nao Kham) seeing 1–1.7 meters; the iconic Wat Phumin also experienced inundation.
Residual flooding in the city stemmed largely from seepage through drains and unprotected points, prompting continuous operation of large pumps.
