Commerce Minister Suphajee Suthumpun and Deputy Interior Minister Polapee Suwunchwee discuss plans to establish a permanent team to investigate nominee businesses and trace historical shareholder changes.
The Department of Business Development, Department of Provincial Administration and Department of Lands will link and exchange information, creating a shared database for cross-checking company registrations, shareholder changes, related individuals and land ownership.
The database will be updated monthly, allowing officials to trace connections across the three areas and investigate changes in ownership structures.
A key part of the plan is to examine historical records rather than relying only on current company structures. Officials said some companies had increased Thai shareholdings after the government intensified its campaign against nominees, apparently to make their documents comply with the law and avoid scrutiny. Polpheer said the public should be confident that changes to shareholder structures would not prevent retrospective investigations. “We have already requested the Department of Business Development to provide historical shareholder-change records, particularly for companies in the target group,” he said.
The investigation will focus on protecting Thai businesses and legitimate operators from unfair competition by foreign capital using nominee arrangements. It will also seek to prevent foreigners from acquiring Thai land through individuals or legal entities acting as nominees. Polpheer said cases would not end with the individuals or companies currently listed in official records. Authorities would trace earlier ownership and expand investigations to all involved parties. Accounting firms, law firms and others who helped establish or register companies could also face legal action if they were found to have knowingly participated in wrongdoing.
State officials who were found to have facilitated illegal activities or used their authority to benefit foreigners would also be investigated and prosecuted without exception. The two ministries will now maintain a permanent working arrangement rather than relying on one-off operations. The linked “company-person-land” data system is intended to close loopholes in nominee arrangements involving both business operations and land ownership.

Han bygger inte själv utan betalar i stället andra för att göra jobbet. Det är ett thailändskt hus som byggs av thailändska arbetare. Man kan inte jämföra Sverige med andra länder. Det är nog därför vi ofta anser att man bygger dåligt utomlands, i Sverige har vi trots allt världens strängaste byggkrav.

The second group covers services provided exclusively within corporate groups, including administrative, human resources and information technology management services between affiliated companies, as well as guarantees provided only for affiliated companies. The third covers narrowly defined services, including space rental for electronic equipment and vending machines serving company employees, and petroleum drilling services. Officials said offshore drilling requires high levels of technology and investment, with no Thai operators currently providing some of these services.
Poonpong said removing businesses from the Foreign Business Act’s restricted list was not a new policy, noting that similar changes had already been made five times following consultations with relevant regulatory agencies. He also rejected criticism that the government was easing foreign investment rules without addressing nominee businesses, saying the DBD had actually intensified measures against nominee arrangements throughout 2026.
Under new registration requirements effective August 1, companies involving foreign shareholders or foreign signing authority must provide additional information and supporting documents. The number of newly registered companies considered at risk of using Thai nominee shareholders fell sharply to 163 in August, compared with 894 in August 2025, an 81.77% decline.
Of the 163 companies, officials assessed that 100 appeared to involve genuine Thai-foreign joint investment, while 63 were considered potentially risky nominee arrangements. Directors, shareholders and applicants have been asked to provide explanations, with further legal action to follow if irregularities are found.
Poonpong said nominee businesses had been a problem for more than 20 years and that 2026 had seen the most intensive effort yet to tackle the issue, with multiple government agencies working together. He said the DBD would continue releasing information on suspected nominee activity to increase public awareness and encourage cooperation in tackling the problem.

Thailand presses Israeli ambassador over badly behaved tourists

BANGKOK – Thailand urged Israel to ensure its citizens respect local laws and customs after a series of incidents involving Israeli visitors fuelled tensions in some of the nation’s most popular tourist destinations.
Foreign Minister Sihasak Phuangketkeow said he had a “frank discussion” with Israeli Ambassador Alona Fisher-Kamm on Sept 8 about concerns involving some Israeli nationals.
They included entrepreneurs suspected of using Thai nominees to circumvent foreign-ownership restrictions, and tourists who have caused friction with local communities of Koh Phangan, Koh Samui and Phuket.
“Thailand is a country that welcomes tourists. But at the same time, that doesn’t mean tourists, regardless of nationality, can do whatever they want,” Sihasak told reporters in Bangkok after the meeting.
He said visitors should “respect Thai traditions, culture and local ways of life”.
Sihasak stressed that Thailand would enforce its laws against foreigners regardless of nationality.
Fisher-Kamm acknowledged the concerns and agreed to step up efforts to inform Israeli visitors about appropriate conduct in Thailand, he said.
The diplomatic intervention comes as Israeli tourism to Thailand has surged.
More than 277,000 Israelis visited Thailand in the first eight months of 2026, up about 7 per cent from the same period in 2025. Arrivals jumped almost 46 per cent in 2025 to 410,125 even as Thailand’s overall foreign tourist arrivals declined more than 7 per cent.

The government is separately tightening rules governing foreign visitors.
Thailand will halve visa-free stays for tourists from most eligible countries to 30 days from Sept 15.
The government also began enforcing new deportation rules at the end of August for foreigners deemed threats to public order or found to have broken local laws.
Prime Minister Anutin Charnvirakul has ordered two foreigners be deported in less than two weeks under the tougher approach.
An Israeli national convicted by a Koh Samui court of threatening a Thai exotic-zoo owner over a “Free Palestine” banner became the first. His conduct was deemed a threat to public order and good morals, according to the government order.
Days later, Anutin ordered the deportation of the zoo owner’s French partnerfor causing disturbances and fostering divisions based on race and religion.
The tensions have also spilled into street politics.
Sondhi Limthongkul, a veteran nationalist activist whose protests helped set the stage for a military coup two decades ago, has called supporters to rally outside the Israeli embassy in Bangkok on Sept 10.
His “Take Back Thailand” campaign is pressing the government to crack down on opaque foreign investment and nominee ownership structures.
The planned rally follows a smaller demonstration outside the embassy two weeks earlier, when another nationalist group called on Israeli visitors to respect Thai laws and customs.
“Tourism is important to us, but it isn’t just about income, it’s also about the dignity of Thailand,” Sihasak said. “Even a minor incident involving tourists can have an impact on international relations.” BLOOMBERG
