Surat Thani Orders Probe Into Foreigners With Thai IDs

Surat Thani authorities have ordered an urgent investigation into reports that foreign nationals operating education, tourism and property businesses on Koh Samui and Koh Phangan have obtained Thai nationality and hold Thai national identity cards.

On 15 June, Surat Thani Governor Jumphot Wannachatsiri said the province was examining claims published by a news outlet that foreign nationals in Koh Samui and Koh Phangan possessed Thai identity cards with identification numbers beginning “81033..”. He stated that checks by the Surat Thani Provincial Administration had not found any foreign nationals applying for Thai nationality in the province, but officials were investigating whether such individuals had in fact obtained Thai citizenship as reported.

The issue has drawn attention because of concerns over the status of foreign business operators in the two popular island districts. Authorities are now reviewing the information and examining whether the reported nationality changes and identity card records are genuine.

Deputy Governor Chakkrit Fangchonjit explained that foreign nationals may obtain Thai nationality under the conditions and criteria set out in the Nationality Act B.E. 2508 (1965). However, he noted that the five-digit code cited in reports was insufficient to verify whether it belonged to a Thai citizen’s identity number.

He added that numbers beginning with the digit 8 are associated with the status of foreign nationals, making further information necessary before officials can accurately determine the facts. Authorities are therefore seeking additional details to establish the origin and validity of the reported identification numbers.

The Surat Thani provincial administration said it was not ignoring the matter and had instructed relevant agencies to conduct a thorough investigation. This includes examining the source of the reported identification numbers and reviewing all related administrative procedures to ensure transparency and compliance with the law.

Governor Jumphot reiterated that all relevant agencies had been directed to accelerate the investigation and address any irregularities seriously. He said that if any unlawful conduct or improper acquisition of rights is discovered, legal action will be taken in accordance with the law, and the findings will be made public.

Daily News reported that according to a source at the Department of Lands, preliminary checks found that at least one Israeli national who had obtained Thai nationality owned five plots of land. Four plots are located on Koh Phangan and one on Koh Samui.

Thailand Intensifies Nationwide Crackdown on Influential Criminal Networks in Major Tourism Destinations

Bangkok– Thailand’s Ministry of the Interior has rolled out an expanded security operation targeting influential criminal networks and illegal activities in the country’s prime tourism areas like Phuket, Koh Phangan, Koh Samui, Krabi, Pai, Hua Hin, and Pattaya in direct response to orders from Prime Minister Anutin Charnvirakul.

Deputy Minister of Interior Worasit Liangprasit outlined the ministry’s enforcement strategy, stating that operations will not be limited to Phuket but will cover all problematic zones, with priority given to key southern tourism provinces including Surat Thani (home to Koh Samui and Koh Phangan), Krabi, and Phang Nga.

The initiative stems from Prime Minister Anutin’s recent field visit to Phuket, where he personally inspected sites such as Bang Tao Beach and Freedom Beach. There, he encountered evidence of long-standing issues including beach encroachment, extortion rackets charging tourists for access to public beaches, illegal construction of villas on protected land, and intimidation of local businesses by so-called “influential figures.” Anutin notably referred to these groups as “กุ๊ย” (thugs or petty gangsters) vowing zero tolerance and declaring that Phuket would serve as a model for nationwide reform.

In response, the government has implemented personnel adjustments in local administration to facilitate the creation of a dedicated task force. The Ministry of Interior has expressed strong confidence that the new management structure will stabilize the situation. Deputy Minister Worasit warned that any state officials found complicit with or shielding these influential networks would face swift and severe disciplinary action, including potential prosecution, once misconduct is verified.

“No fixed deadline has been set for the operation,” Worasit stated, “but the core objective is to deliver measurable results as rapidly as possible.” Beyond executive actions, multiple legislative committees are now prioritizing the issue and preparing independent on-site inspections.

The crackdown builds on earlier high-profile operations, such as the 2024 “Operation Nominee Sweep” in Phuket led by the Central Investigation Bureau. That effort resulted in the arrest of over 230 suspects, including 98 foreign nationals, mostly Russians, and the seizure of assets worth more than 1.5 billion baht linked to illegal nominee businesses that circumvented foreign ownership restrictions.

More recently, authorities have uncovered thousands of suspect companies on Koh Phangan and Koh Samui in Surat Thani province, many believed to be using Thai nominees to mask foreign control of tourism-related businesses. Similar probes are expanding to Krabi, Phang Nga, and other tourist hubs like Pattaya.

Common issues include:
– Illegal beachfront encroachments and private operators charging entrance fees to public beaches.
– Unlicensed accommodations and businesses.
– Extortion and intimidation of legitimate Thai tourism operators.
– Foreign-linked shell companies in sectors ranging from hospitality to cannabis farms.

The government wants to transform the “Phuket Model”, combining land reclamation, stricter licensing, and anti-corruption measures, into a template for sustainable tourism across the Andaman coast and beyond, ultimately restoring public confidence and ensuring tourism revenue benefits local communities rather than foreign or criminal networks.

This renewed push shows the Thai government’s determination to address long-standing complaints from residents and legitimate businesses about criminal and foreign influence undermining the country’s multi-billion-baht tourism industry.

Briton Held in Phang Nga Nominee Business Probe

Authorities in Phang Nga launched a coordinated operation on 16 June 2026 targeting alleged nominee business activities and suspected illegal hotel operations in Takua Thung district, resulting in the arrest of a 77-year-old British national and the seizure of documents linked to multiple company registrations.

Phang Nga Governor Pairat Phetyuan, together with Pol Maj Gen Chaikiat Wiriyasathitkul, commander of Phang Nga Provincial Police, led officers from the Provincial Investigation Division, Khok Kloi Police Station, local administration officials, the Phang Nga Provincial Commerce Office and the Revenue Department in searches of villas and business premises at Khao Pilai Beach in Moo 14, Khok Kloi subdistrict.

The searches were carried out under warrants issued by the Phang Nga Provincial Court following complaints regarding possible unlawful business operations and employment of foreign nationals. Investigators found that a group of companies operating in the Ban Na Tai-Khao Pilai area of Takua Thung district may have allowed foreign nationals to conduct business or work without the required legal permissions. Authorities also suspected the companies of operating hotel businesses without licences.

During the operation, officers arrested a man, identified by authorities as Andrew Parkhouse, 77, a British national, on a charge of being a foreigner permitted to stay temporarily in Thailand but working without authorisation. A company involved also faces legal action for employing a foreign worker without a valid work permit.

According to authorities, investigators at Khok Kloi Police Station registered the complaints as criminal cases numbered 115-120/2569. The Phang Nga Provincial Court approved arrest warrants numbered 154-159/2569 on 15 June 2026. Officers executed the warrants during the operation and seized documents and other evidence connected to the registration of several companies for further examination and possible expansion of the investigation.

Officials from the local administration, who are responsible for hotel licensing, also conducted preliminary inspections. They found indications that the companies had been providing accommodation services in a manner consistent with hotel operations without obtaining the required licences. Evidence is now being gathered to support additional legal proceedings under relevant laws.

Daily News reported that Governor Pairat said the operation formed part of Phang Nga’s intensified measures against nominee businesses, illegal foreign business activities and other operations conducted in violation of Thai law. He said the aim was to ensure fairness for legitimate business operators and maintain confidence in tourism and investment in the province.

Thailand’s Foreign Condo Ownership Rules Come Under Over Enclave Fears

Last updated: June 20, 2026 8:07 am

Thailand's Foreign Condo Ownership Rules Come Under Fire By Protectionists

BANGKOK – Thailand’s property sector is facing a major shakeup as the government debates expanding the foreign ownership quota for condominiums. Currently, foreign buyers can legally own up to 49 percent of the sellable floor space in any registered condo building.

However, officials are now pushing a controversial proposal to increase this cap to a massive 75 percent.

This bold move is being viewed as a rapid measure to attract overseas investment and support a struggling real estate sector. Alongside the quota increase, the government is also reviewing plans to extend maximum land lease terms for foreigners from 30 years to a whopping 99 years.

Key Takeaways

  • Drastic Quota Increase: The Thai government is considering raising the foreign condominium ownership cap from 49 percent to 75 percent.
  • Extended Leases: Lawmakers are exploring extending maximum property leasehold terms for foreign buyers up to 99 years.
  • Economic Motivation: These proposals aim to inject cash into a sluggish real estate market hampered by high local loan rejection rates.
  • Growing Concerns: Critics fear the creation of foreign-dominated enclaves, illegal short-term rentals, and a negative impact on the domestic hotel sector.
Thailand’s domestic demand for property remains incredibly sluggish. Slow economic growth and high household debt have forced local banks to tighten their lending policies. In fact, loan rejection rates for local homebuyers currently hover between 50 and 60 percent.

Because domestic purchasing power is declining, developers are increasingly relying on international buyers. The condominium market continues to attract strong interest from overseas investors. Chinese, Russian, and American buyers consistently top the charts for property transfers in popular tourist destinations.

According to reports from the Bangkok Post, foreign ownership quotas in hotspots like Phuket and Pattaya are already fully maxed out. Real estate executives argue that increasing the quota to 75 percent is essential. They believe it will absorb excess supply, improve market liquidity, and keep construction workers employed.

The Pushback Against Lenient Rules

Despite the economic arguments, the proposed rule changes have come under intense public scrutiny. Critics argue that Thailand’s rules for foreign condo buyers are already far too lenient. When compared to the strict property laws in competing Asian markets, Thailand looks like a free-for-all.

For instance, real estate rules in China impose severe restrictions on international buyers. In China, foreign nationals must prove they have lived, worked, or studied in the country for at least one full year. Only then are they eligible to purchase a single residential property.

Furthermore, properties bought by foreigners in China must be strictly for personal use. Renting out the unit for commercial gain is completely forbidden under Chinese law. Thailand, by contrast, rarely checks if a foreign buyer actually lives in the country before signing the property deed.

The Fear of Foreign Enclaves

If the quota jumps to 75 percent, locals worry about the cultural and social impact on urban living. A building where three-quarters of the units are owned by overseas investors risks becoming a pure foreign enclave. This shifts the community dynamic away from residents and turns residential buildings into transient hubs.

To calm these fears, the government has promised a compromise regarding building management. Prime Minister Srettha Thavisin previously assured the public that foreign voting rights would remain capped at 49 percent. This means that even if foreigners own 75 percent of the building, Thai owners will still hold the majority vote.

However, many question how effective this rule will be in reality. If the vast majority of owners are based overseas, attending annual meetings and maintaining the property could become a logistical nightmare. Residents might struggle to manage the daily upkeep without active participation from the majority owners.

Another major concern stems from Thailand’s famously lax enforcement of short-term rental laws. Many foreign investors buy Thai condos specifically to rent them out on platforms like Airbnb. While daily rentals are technically illegal without a hotel license, the rule is frequently ignored.

A 75 percent foreign-owned building could easily transform into an unregulated, makeshift hotel. This poses a direct threat to Thailand’s legitimate hospitality sector. Hotel operators argue that these shadow rentals avoid taxes and skip the strict safety regulations required of real residents. Residents also suffer from the constant influx of short-term tourists dragging suitcases through condo lobbies. If the foreign quota is expanded without a simultaneous crackdown on illegal rentals, the problem will only multiply.

Nominee Structures and Legal Loopholes

Thailand has long struggled with illegal nominee structures in the real estate sector. Because foreigners cannot legally own land, they sometimes use Thai citizens as proxy shareholders to set up holding companies. These shell companies then purchase land or houses on the foreigner’s behalf.

The government has recently launched crackdowns on these nominee structures in places like Phuket and Koh Phangan. Some argue that expanding the legal condo quota might reduce the need for these shady corporate workarounds. By giving foreigners a legal path to buy more units, the demand for illegal nominee companies might drop.

However, critics remain entirely unconvinced. They note that wealthy investors will always seek ways to buy premium landed property, not just high-rise apartments. Unless enforcement becomes systematic, consistent, and transparent, legal loopholes will continue to be exploited.

What Comes Next for Thai Buyers?

As developers pivot to cater to wealthy foreign clients, average Thai citizens risk being left behind. Political leaders have pointed out that millions of Thais still do not own their own land or homes. Prioritizing foreign investors over local affordable housing initiatives has struck a nerve with the public.

The debate ultimately comes down to balancing immediate economic relief with long-term social stability. Thailand undeniably needs foreign investment to revitalize its stagnant property sector. However, the government must prove it can enforce existing laws before opening the floodgates to even more foreign ownership.

Until the authorities can effectively regulate short-term rentals and close legal loopholes, the 75 percent quota will remain highly controversial. Thailand must tread carefully to ensure its pursuit of foreign capital does not end up pricing locals out of their own neighborhoods.

More than 500 officers raided properties across Phuket, Phang Nga and Krabi in the third phase of a nationwide crackdown on alleged foreign nominee businesses, seizing land and assets worth more than 1 billion baht.

Police said the operation targeted 89 land plots covering about 49 rai, with a combined value of 1.05 billion baht. Courts approved 59 arrest warrants for 28 Thais and 31 foreigners, as well as 60 search warrants.

Investigators identified 29 companies suspected of operating through Thai nominees and 48 firms accused of holding land while being effectively controlled by foreign shareholders.

Among the cases under investigation are hotel, villa, restaurant, cannabis, fitness and property-development businesses in major tourist destinations.

In Krabi, authorities alleged that a property development company linked to Polish investors used Thai shareholders as nominees while controlling land worth around 200 million baht. Another case involved an entertainment business allegedly owned by a South African national through Thai proxies.

Police also said they found evidence suggesting some nominee shareholders were company employees or relatives of foreign business operators, while investigators are examining allegations that forged documents, including signatures of deceased persons, were used in company registrations.

The seized evidence includes company records, accounting documents, computers, mobile phones and electronic data. Authorities said the investigation is continuing and may be expanded nationwide.
