Hej

Nu ska pirerna i Hua Hin rivas, där har man ju både har bott och ätit många gånger, även Liverpools fotbollslag var där och åt en gång på 90-talet och ägaren hade ett signerat lagfoto på väggen där.

Hua Hin Municipality will begin demolishing buildings along the beachfront from the fishing pier to Thap Thim Shrine on September 25 following a final court ruling.

HUA HIN, Thailand – Hua Hin Municipality is preparing to demolish buildings encroaching on the beach between Hua Hin Fishing Pier and the Thap Thim Shrine, with work scheduled to begin on September 25 following a final court ruling. The demolition is expected to reopen public space along the beachfront and give residents and visitors greater access to the coastline.

The affected stretch, between the fishing pier and the shrine, has historically been home to local Hua Hin families, many of whom settled in the area generations ago after moving from Phetchaburi and making their livelihoods through fishing. Over the years, many of the original residents have relocated to other parts of Hua Hin, while buildings along the beachfront have increasingly been used for bars, restaurants and other businesses.

Några revs frivilligt 2016 men sen ingen.

Några riktiga höjdare har ekonomiska intressen?

Hej

Demolition work planned for Hua Hin’s waterfront did not go ahead on Friday, (16 October), after the National Human Rights Commission (NHRC) requested a delay while it investigates residents’ complaints.

The initial clearance was expected to focus on vacant plots and premises between Hua Hin Fishing Pier and the Chao Mae Thap Thim Shrine, including extensions projecting into the sea, non-residential sections and signs.

Mayor Nopporn Wutthikul said the municipality received the commission’s urgent letter on Thursday afternoon. Contractors and nearly 100 police officers had been ready for the operation, but officials agreed to wait for discussions with the NHRC on 22 October.

An urgent meeting took place at Hua Hin Municipal Office on Friday morning, chaired by Hua Hin Assistant District Chief Kiatphong Phonsuwan. Municipal officials met representatives from police, prosecution, land, legal enforcement, utility and marine agencies before inspecting the 15 affected waterfront properties after 10am.

No demolition took place. Instead, officials photographed the buildings, recorded their condition and checked whether any owners had begun dismantling their properties themselves.

The NHRC’s intervention follows complaints that residents of the longstanding fishing community could lose their homes and places of work without adequate assistance or alternative arrangements.

According to officials, the next steps are:

• 21 October: NHRC representatives will inspect the waterfront and speak with the 19 residents who submitted complaints.
• 22 October: The commission will meet municipal officials at 9.30am, followed by a separate session with residents that afternoon.

The municipality’s legal team will prepare a written explanation of the facts, relevant laws and court judgments ahead of the meeting.

The mayor maintained that the Supreme Administrative Court had upheld the demolition orders, while saying the municipality would allow time for the commission to hear the background to the case

Hua Hin beachfront demolition to proceed after human rights talks

Hua Hin Municipality will proceed with the demolition of 15 beachfront buildings following a meeting with the National Human Rights Commission (NHRC) yesterday, October 22, which confirmed it would not interfere with existing court orders.

The Hua Hin beachfront demolition will follow the original timetable, with electricity and water supplies to affected properties scheduled for disconnection on October 29. Officials also plan to install concrete barriers to prevent the cleared areas from being occupied again.

National Human Rights Commissioner Sayamol Kaiyoorawong said the municipality could continue enforcing the demolition orders while the commission reviewed whether the procedures adequately protected residents’ rights.

She explained that the NHRC’s involvement was intended to ensure affected residents could participate in discussions with officials and that the removal process would proceed without unnecessary conflict.

The decision follows the postponement of demolition work originally planned for October 16, after the NHRC requested additional discussions with municipal and provincial officials.

The affected buildings are located between Hua Hin Fishing Pier and Chao Mae Thap Thim Shrine in Prachuap Khiri Khan province.

Of the 26 structures remaining under demolition orders, 15 fall under Hua Hin Municipality’s responsibility, while the Marine Department oversees the other 11.

Hua Hin Mayor Nopporn Wutthikul and Prachuap Khiri Khan Deputy Governor Phanphat Sitthisak attended the October 22 meeting alongside representatives of relevant agencies.

The NHRC said it would examine whether the municipality and Marine Department had followed the required procedures, including issuing written warnings and providing sufficient notice before demolishing properties.

Phanphat said the agencies had explained their actions and that the information presented did not indicate any breaches of official procedures. The NHRC’s assessment of those procedures remains ongoing.

The commission received complaints from 19 people concerned about losing homes and livelihoods on land they said they had occupied for many years.

Discussions also addressed possible relocation assistance, accommodation arrangements, moving expenses and compensation under existing regulations. No final assistance package was announced.

The demolition programme follows years of legal disputes over structures occupying public beachfront land. The municipality previously appointed a contractor to remove the 15 buildings after property owners failed to comply with removal orders.

The contracted work is scheduled to run until January 22, 2027, with officials planning to carry out the removals gradually.

Following Thursday’s meeting, a group of supporters submitted a letter to the NHRC backing the return of the beachfront land to public use and highlighting its potential benefits for tourism.

Hua Hin waterfront demolition and clearance work begins

Excavators began breaking up concrete and clearing previously demolished plots along Hua Hin’s waterfront on Friday morning, 30 October, as the municipality moved ahead with an operation to remove buildings encroaching on the beach.

Work started at around 10am along Naresdamri Road, with machinery clearing sites towards the Chao Mae Thap Thim Shrine. Demolition work later began on a section of road near Chao Lay Seafood restaurant.

Hua Hin Mayor Nopporn Wutthikul and Deputy Mayor Sanphop Ungrasmi visited the area with municipal officials, including staff from the Legal Affairs Division, police and representatives of relevant agencies.

Several structures appeared to have been vacated, while some occupants were still moving belongings out during today’s visit.

The work follows Thursday’s announcement that the municipality would begin clearing the waterfront as part of plans to demolish 15 buildings between the Fishing Pier and the Chao Mae Thap Thim Shrine.

Hua Hin waterfront demolition notices

Notices setting out procedures before demolition were posted outside buildings on Friday. One notice inspected by Hua Hin Today stated that officials would enter the specified property to demolish it on 27 November 2026.

The notice, signed by Mr Nopporn, referred to an earlier demolition order dated 26 May 2019, issued under the Building Control Act, and said the owner or occupier had failed to comply.

It warned that officials would cut locks or take other measures appropriate to the circumstances if access was obstructed, allowing demolition to proceed until completed. The 27 November date applied to the property identified in that notice.

Officials were also coordinating with the electricity and water authorities to disconnect supplies to the targeted buildings immediately. The municipality previously said disconnections were necessary to protect officials entering the properties.

Representatives attending Friday’s operation included the Hua Hin branch of the Prachuap Khiri Khan Public Prosecutor’s Office for Rights Protection, Legal Aid and Enforcement; Hua Hin Police; the Prachuap Khiri Khan Land Office; and the provincial Internal Security Operations Command.

Other agencies represented were National Telecom Public Company Limited, the Provincial Electricity Authority’s Hua Hin branch, the Hua Hin branch of the Prachuap Khiri Khan Legal Execution Office and the Prachuap Khiri Khan Marine Office.

The municipality is also gathering information to pursue criminal proceedings against 26 alleged encroachers. Fifteen cases fall under its responsibility and 11 under the Marine Department.

“From Monday, 2 November, our legal team will begin filing complaints with the police to pursue criminal proceedings against those who have defied the orders,” Mr Nopporn said on Thursday.

He urged residents not to obstruct officials. The municipality said any obstruction or violence would be recorded, with warnings issued before evidence was submitted to seek further legal action.

The operation follows a Supreme Administrative Court ruling upholding the municipality’s orders prohibiting use of the buildings and requiring their demolition.

Mr Nopporn said on Thursday that machinery would also be used to improve sites where demolition had been completed so the land could be returned to public use.

Work to remove waterfront structures continued on Monday (2 November), with Mayor Nopporn Wutthikul sharing these progress photos following another site visit.
The operation began on Friday (30 October) and targets 15 structures along Naresdamri Road, between the Fishing Pier and the Chao Mae Thap Thim Shrine. The municipality says it is carrying out a Supreme Administrative Court order requiring the removal of buildings encroaching on public land.
Crews have also been clearing rubble from previously demolished sites and levelling the ground. Work has included removing concrete laid over public land at the beach access beside Chao Lay Seafood restaurant.
The owner of house No. 23 gave written consent for the municipality to proceed, making it the first property scheduled for demolition.
The mayor said officials were monitoring the work to ensure it followed regulations, with the aim of returning beachfront space to residents and visitors.
“Hua Hin beach is an important natural resource and lies at the heart of our city,” he wrote.

Hua Hin warns owners against blocking beach demolitions

Hua Hin municipality has warned that owners who obstruct court-ordered beach demolitions will face criminal complaints as officials work to clear 15 encroaching buildings and structures within a 120-day deadline.

Officials will also cut locks and proceed with demolition if owners fail to come forward on the date specified in the municipality’s posted notice.

The warning followed a progress meeting chaired by Mayor Nopporn Wutthikul at Hua Hin City Municipal Office on Wednesday, 4 November. The demolition orders cover buildings along the beachfront between the fishing pier and the Chao Mae Thap Thim Shrine.

Hua Hin beach demolitions to proceed in stages

The municipality plans to begin with sections of buildings extending out over the sea. Officials discussed the demolition sequence, coordination with contractors and staff preparations during the meeting.

House No. 23 has already been demolished at its owner’s request, and the municipality has landscaped the nearby beach access area.

Individual notices will be delivered to owners explaining the demolition arrangements and asking them to remove their belongings before work begins. The mayor instructed the legal affairs team to prepare the notices in accordance with the Administrative Court’s orders.

The municipality said the work is intended to return the beachfront to public use for residents and tourists.

Legal challenges remain under court consideration

The municipality’s legal team reported that appeals against the orders and new lawsuits filed by building owners remain under court consideration. It also updated the meeting on existing cases and the collection of evidence.

For operations planned on Friday, 6 November, officials were instructed to photograph and film their work to provide evidence should complaints or disputes arise.

Nopporn also told staff to work cautiously and avoid direct confrontations with building owners, stressing the need to protect officials and others involved while complying with court orders and relevant laws.
