Thai woman flew out of Phuket in July; bomb materials found in flat she rented, police say; relative claims she will return to deny any role in blasts


THE hunt for those behind the Erawan Shrine bombing two weeks ago has narrowed, with arrest warrants issued for two more suspects - one of them a Thai woman from the South.
However, police have been unable to clearly pinpoint the motive for Bangkok's worst bomb attack. They have come up with the theory that the culprits may have been human smugglers angered by the government's crackdown on the illegal trade, a source familiar with the ongoing investigation said yesterday.

Previously, possible suspects included political rivals, organised criminal gangs, Islamic militants, southern insurgents and sympathisers of Uighur refugees.
Four arrest warrants have so far been issued in connection with the two blasts - the male shrine bomber seen wearing a yellow shirt and a man in a blue shirt who dropped an explosive device at Sathorn pier. That device exploded the day after the shrine attack but no one was injured.

Meanwhile, police investigators have found footage from closed-circuit TV cameras near Hua Lamphong Railway Station that shows the shrine bomber receiving a backpack similar to one used in the bombing from a man in a white shirt, another police source said.
Min Buri Provincial Court yesterday granted a police request to issue arrest warrants for Phang Nga resident Wanna Suansan, 26, who is also known by the Muslim name Maisaloh, and a man of an unspecified nationality.

Police said Wanna rented an apartment in Min Buri in eastern Bangkok for the man.
A sketch of the unidentified man, who looks to be a foreigner, was issued along with the arrest warrant.
The wanted woman left Thailand on July 1 from Phuket airport for Abu Dhabi in the United Arab Emirates, according to a police source. Video footage showed her with a man who looks like the man in the police sketch. However, there is no immigration record of him re-entering Thailand.

A search of Wanna's rented room found gunpowder, urea fertiliser and other bomb-making materials, Royal Thai Police spokesman Lt-General Prawut Thavornsiri said.
Police searched her house in Phang Nga yesterday afternoon. A relative of Wanna at the house said she was in Turkey, the country of her husband.
The relative said Wanna had insisted she was not involved with the blasts and would come back soon to turn herself in to police.
 
'Siam gangster' arrested, is illegal migrant

In this video compilation, the first clip shows the "Siam gangster" being detained
by police in Sutthisan on Tuesday. The second video shows the suspect at a police
press conference being attacked by one of his victims. In the third clip, the suspect
throws piles of papers at hotel staff and bullies them, after they asked for his
identification card.

Police have arrested a 38-year-old man dubbed the "Siam gangster" for his bullying
assaults on people, particularly women and teens, in Bangkok, and learned he is an
illegal Lao immigrant.
Weeraphan Inthavong was apprehended at the Sutthisan subway station on Tuesday
evening, after video clips and complaints of him verbally abusing and hitting people
went viral. His victims included a female subway passenger and two teenagers at Siam
Paragon shopping centre.

At a press conference at the Metropolitan Police Bureau on Wednesday, a tearful Mr
Weeraphan confessed to the assaults and said he was hot-tempered.
Pol Col Jaroot Sarootayaporn, chief of Pathumwan police station, said Wallapa
Trakulphraelai, 23, had filed a complaint that last Friday the man had verbally
abused and punched her on a subway train from Hua Lamphong.

She posted her account of the incident and pictures of the man on social networks,
and many more people subsequently shared accounts of a man acting in a similar way
in other areas, especially Siam Square in Pathumwan district, and he was dubbed
the "Siam gangster".

The Pathumwan police chief said the suspect had also on Aug 10 stolen a smartphone
from a woman in Phaya Thai area and hit a 17-year-old teenager in the face with a
plastic water bottle in Pathumwan area.
Ms Wallapa said during the press conference that she had not stepped on
Mr Weeraphan's foot on the subway train as he had claimed. He had cursed her, punched
her in the eye and kicked her. Only one person on the train helped her, by trying
to fend off her assailant, no one else.

"After the incident I walked in fear, but I have to commute by train every day.
Fortunately police arrested him quickly," Ms Wallapa said. Pol Lt Col Boonyarit Siangsai,
chief investigator at Pathumwan station, said Mr Weeraphan had no fixed employment.
He earned money gambling at Bangkok boxing stadiums. He had also previously undergone
surgery that left him somewhat paranoiac and hot-tempered.

Mr Weeraphan said he had sneaked into Thailand aboard a boat on the Mekong River and
landed in Nong Khai province. During the press conference Ms Wallapa managed to slap his
head loudly, three times, and he apologised to her. Earlier, Mr Weeaphan reportedly
claimed to be close to influential people in Thailand.

According to reports, he was a gambler, lived in Silom area and often threatened and
assaulted women, children and the elderly in Siam Square and on electric trains.
He pretended to be a foreign tourist, borrowed mobile phones from passers-by and stole
them. Reports said he was a garment trader from Vientiane who bought clothes at Bangkok's
Bobae market, and also that he was a hotelier in Laos.

Pol Maj Gen Chayapol Chatchaidej, commander of Metropolitan Police Sub-division 6, said
Mr Weeraphan illegally entered Thailand and worked illegally for a long time. He worked
at a gambling den in Bangkok years ago. Police were checking further on his background.
He was initially charged with illegal entry and physical assault. People who believed
they had been accosted by him could go the Pathumwan police station and identify him,
the officer said.

Other victims and their relatives showed up during the press conference and shouted curses
at him. One more managed to hit him in the head, just once.

A suicide every two hours in Thailand

One Thai dies in a suicide attempt every two hours, public health authorities say, with a growing number stating their intention to kill themselves online.
Acknowledging World Suicide Prevention Day, Public Health Minister Piyasakol Sakolsatayadorn said about 3,900 Thai people commit suicide annually, or one suicide every two hours.
The suicide rate in Thailand stood at 6.08 per 100,000 people last year and was declining. The global rate was 11.69 per 100,000. Worldwide, about 800,000 people commit suicide every year.

Prof Emeritus Dr Piyasakol said those with depression formed the highest risk group, and they included people with chronic diseases, the elderly, pregnant women, new mothers, those addicted to liquor and...

Statistics also showed that greater access to online media raised suicidal possibilities, the minister said.
Dr Jedsada Chokdamrongsuk, director-general of the Mental Health Department, said suicides were growing in the North and the Northeast due to domestic conflicts and chronic diseases.
The youngest case of suicide was 10 years old and the oldest one was at the age of 93, he said.

Signs of people intending to kill themselves usually arose anywhere between one hour and one month before they take action. In most cases, signs showed up three days in advance, he said.
For 79% of suicides, the key was alcohol and quarrels with people close to them, Dr Jedsada said.
He said signs of a problem on the social media emerged in the form of texts, pictures and video clips conveying complaints, final words and a lost will to live.

Dr Jedsada urged people to take quick action to prevent a suicide by talking and giving moral support instead of ignoring the signs.

CHULALONGKORN University and the Thailand Research Fund yesterday showed off two new species of psychedelic-yellow tree snails to the public.


One was graciously named Budsarakham, or yellow sapphire, by HRH Princess Maha Chakri Sirindhorn. The other is called Mae Sot Yellow Bird.
Budsarakham was discovered on Koh Kra in Nakhon Si Thammarat, while Mae Sot Yellow Bird was found in Tak's Mae Sot district, Professor Somsak Panha, head of the Animal Systematics Research Unit at Chulalongkorn's Biology Department, told a press conference yesterday.

Both snails were reported in ZooKeys, an international science journal.
Somsak, who has studied snails in Thailand for 30 years, said Thailand had about 1,000-1,500 snail species, of which 100 were new to the world.
Budsarakham's body comes in a plain ivory colour, while its left-hand spiral shell - 2.5-3.6 centimetres by 1.5-2cm - is glittering yellow.

Its only habitat is the tropical rainforest of Kra Island in the Gulf of Thailand, where it feeds on algae and lichens covering the bark of trees.
Its mucilage has free radical antioxidants, and is anti-inflammatory and rich in protein, so it could be suitable for cosmetics development.

Mae Sot Yellow Bird's body is light brown and its 1.8-2.3cm by 1.2-1.5cm shell is yellow with two brown stripes running along the first and last rings.
These two species could serve as living fertility indicators for Thailand forests, so people should help preserve the ecology in those areas, Somsak said.
 
Stolen diamond in suspect's tummy: police

TWO Chinese nationals accused of stealing a Bt10-million diamond from a jewellery fair were taken to Nonthaburi Provincial Court by police yesterday to get permission to detain them.

After, police took the two suspects - Hae Ying, 34, and Jiang Xulian, 39 - to Police General Hospital in Bangkok, so doctors could locate the gemstone, which Jiang is thought to have swallowed. An X-ray of her stomach yesterday showed a diamond-shaped object in her intestines. Jiang was being kept under strict surveillance at the hospital, as of time of press time.

She appeared exhausted yesterday as she had taken laxatives and went to the toilet the whole of the previous night, an informed source reported. Police kept providing her food and drink yesterday to prevent her health being harmed while trying to locate the diamond, the source added.

Following a complaint of theft by the exhibitor to police on Thursday, the first day of the five-day fair at Impact Muang Thong Thani, police quickly obtained arrest warrants based on CCTV footage and alerted immigration police. The two suspects were apprehended while trying to board a flight at Suvarnabhumi Airport on Thursday.

They denied any wrongdoing. 'More suspects possible'

Pol Lt-Colonel Withit Chan-eium, deputy superintendent for investigation at Pakkred Police Station, said police did not find any prior criminal record for both suspects. He said circumstances of the case - including the fake gemstone allegedly used as a replacement for the real gem and the fact that the Chinese should have left the country on Tuesday but allegedly stayed longer to commit the crime - suggested there might be several more people involved. He said the two suspects went straight to the airport after the alleged theft without returning to pack their belongings at a Bangkok hotel first.

Tourist Police commander Maj-General Supapone Arunsit alleged that one of the suspects had confessed to travelling to Thailand to commit the theft. He alleged the suspect asked to see the genuine diamond in order to switch it with the fake before swallowing the diamond to try and avoid detection.
He said police suspected the theft was carried out by a gang that had done heists in Thailand and other countries.
 
Suspected school bomber nabbed

Security officers yesterday morning arrested a suspect in relation to the bomb attack near the entrance to the Ban Pongsata School in Pattani's Yarang district on Friday.

The afternoon blast wounded four volunteer rangers, five schoolchildren and their school truck driver. The 28-year-old suspect was arrested in Tambon Yarang and was later brought for questioning to an interrogation centre under the 41st Rangers Regiment. Pattani City has beefed up security in a bid to prevent more attacks.

Nurul-huda Waelalaemae, 15, was seriously wounded in the attack and underwent surgery to her shoulder yesterday. The other victims are recovering. Meanwhile, a latex-taping farmer was shot dead in Pattani's Khok Pho district early yesterday morning. Following the 4.30am homicide report, police and bomb squad went to the rubber plantation in Tambon Na Ket and found Niyon Chanmano, 52, with multiple bullet wounds in the torso.

Police learned that Niyon was riding a motorcycle to go tap latex while his wife was riding another motorcycle 100 metres ahead of him, when a gunman hiding in a roadside bush opened fire on him with an M16 machine gun. Police collected 10 spent cartridges from the scene. Police are unsure if the murder was the result of a personal conflict or the ongoing unrest in the deep South.
 
Ayutthaya highway closed after collapse

AYUTTHAYA — Part of Highway 3501 in Bang Ban district has been closed for
emergency repairs after it collapsed. A 100-metre section of the
embankment road along the Bang Ban irrigation canal in tambon Wat Taku
sunk Sunday night, leaving behind a hole about two metres deep.
No one was injured when it buckled.

Authorities closed the subsided section to traffic to begin repairs,
which are expected to take about 10 days. Chalartnop Thongthong, deputy
chief of the Ayutthaya Highway District, said the embankment road was
five metres high and an examination found soil at its base, which was
nine metres wide, had shifted, resulting in the roadway's collapse.

Somruam Hiranchai, the tambon Wat Taku chief, said the road used to flood
every year and underwent repairs several times. The road's height was
raised to make it an embankment road after the 2011 flood disaster.
Soil at its base may have softened, caused it to sink.

Transport and highway authorities are inspecting riverfront roads nationwide
for risk of subsidence brought on by the drought after several in Ayutthaya
and Pathum Thani collapsed over the past few months.

A road along Khlong Phraya Bunleu in Lat Bua Luang district of Ayutthaya
recently cracked in two places in tambons Samuang and Khlong Phraya Bunleu.
The cracks were about 100-500 metres long and some 2-6 metres deep.

A special budget has been set aside for repairs and reinforcement of roads
prone to subsidence. Sarawut Songsiwilai, deputy director-general of the
Department of Highways' road-maintenance division, earlier said the
agency supervises more than 60,000 kilometres of roads nationwide and
only 5% of those were vulnerable to drought-aggravated subsidence.

Death sentence upheld for train-rape child killer

PRACHUAP KHIRI KHAN - The Appeals Court has upheld the death sentence
imposed by a lower court for a young railway employee who raped and
murdered a 13-year-old girl on a rapid train bound for Bangkok...

The Appeals Court's decision was read out in the Hua Hin Provincial
Court on Monday in the presence of the convicted killer,
Wanchai Saengkhao, aged 23. Wanchai had been brought from Bang Khwang
Prison in Bangkok, where he was incarcerated after being convicted, to
Prachuap Khiri Khan Prison on Friday, ahead of Monday's delivery of
the verdict. On Sept 30, 2014, the Hua Hin Provincial Court found
Wanchai guilty on several counts.

Wanchai was convicted of raping a 13-year-old Mathayom 2 student who
was asleep in her berth on the train, and then throwing her out of the
carriage while she was still alive. The court sentenced him to death
for murder, to nine years in prison for raping a girl under 15, five
years for stealing her tablet computer and a mobile phone, one year
for hiding her body and six month for using methamphetamine.
The defendant appealed for mercy on the grounds he had confessed in
an act of repentance.

The Appeals Court rejected the appeal, arguing Wanchai had confessed
because the evidence against him was solid, not because he regretted
his actions, and upheld the lower court's judgement and sentences.
Relatives of the victim were in the court for the delivery of the
appeal decision, accompanied by lawyer Wanchai Bunnag. The girl's
mother could not be present because she recently underwent hospital
surgery.

The State Railway of Thailand has paid the girl's family about
8.5 million baht in compensation, plus funeral costs. The family said
the money could not compensate for their loss and sorrow.

Branson considers Thailand move for Virgin airline as health clubs flourish

BILLIONAIRE businessman Richard Branson is considering entering his Virgin airline into the Thai aviation market soon while ramping up his Virgin Active health club chain.

"We are just starting beautiful health clubs here in Thailand. One day, I expect to fly our airlines in the Kingdom. It should be here sooner in a big way but at least we have radio stations.
"I think in January and February there will be a good thing to be announced," he said yesterday.

"I would love to operate flights, one day, to connect to Australia via here," the founder of the British Virgin Group said during a brief stopover in Bangkok.
With his philosophy of "shake the market up", Virgin Group launched Virgin Australia airlines in 2000. Now the carrier claims it has captured 35 per cent of the Australian aviation industry from its rival Qantas Airlines.

Also, it appears that Virgin Group is very active in expanding its Virgin Active health club in Asia-Pacific, including Thailand and Singapore.
 
Govt bans foreigner 'visa runs' to borders

Immigration police at land border crossings have now stopped giving entry stamps to foreigners who exit and immediately return to Thailand to extend their stay for 15-30 days on visa runs.

"The order is not new. Originally, officers were authorised to
consider giving permits. But in this current situation of heightened
security, all officers have to step up restrictions,"
said an official...

Many foreigners regularly go on visa runs to Cambodia and return
through the Sa Kaeo immigration checkpoint, he said.
"Some foreigners do not even go themselves, but get illegal networks
to obtain the entry stamp for them," the source said, adding the
government has cracked down on the border-run syndicates, prompting
them to change tactics.

Now the networks provide a one-day tour for foreigners to the
Cambodian town of Poi Pet, so they can re-enter Thailand afterwards
with permission to stay for another 15-30 days.
Law enforcement on these types of activities will intensify, said
the source. From now on, foreigners who are re-entering Thailand
will be screened rigorously.

They will need to provide information about their accommodation,
tour company or other details to confirm they are in the country
to travel as tourists. The measure is likely to block scores of
foreigners from re-entering Thailand through Sa Kaeo. Those wishing
to enter Thailand from Cambodia will have to go to Phnom Penh to
apply for a visa at the Thai embassy.

The police investigation into the bomb blasts at Erawan shrine on
Aug 17 and the Sathon pier on Aug 18 discovered immigration police
were bribed by an illegal network linked to the perpetrators.
The issue prompted national police chief Pol Gen Somyot Poompunmuang
to call a meeting with the heads of immigration checkpoints on Sept 7,
and was followed by a reshuffle in immigration police staff.

"The immigration police are coming under intense scrutiny," said
another high-ranking official at the bureau.
Some army-backed officers were moved to head up the checkpoints in
the recent reshuffle. Pol Gen Somyot is now wrestling to oust bureau
commissioner Pol Lt Gen Sakda Chuenpakdee, who allegedly failed to
follow the government order to transfer officers linked to Rohingya
traffickers out of his jurisdiction.

Pol Gen Somyot also handed out a report exposing the unlawful practices
of immigration police under the command of Pol Gen Sakda, such as
allegedly accepting 300-500 baht bribes from foreigners cutting the
queue to apply for visas at Suvarnabhumi airport, the source said.

The practice is said to make about two million baht in profit for
the immigration police every day. "Pol Gen Somyot aims to destroy the
treasure trove plundered by the bureau," the source said.

Youths murdered after quarrel at bullfight stable

An argument at a bull stable led to the murder of two young men in
Thung Song district, Nakhon Si Thammarat, late on Monday night.

The two victims were identified as Saravoot Nualplien from Kong Ra
district of Phatthalung province and Theerayut Intharasuwan of
Thungsong. Both were aged 19.

Police said the two teenagers had been watching television with four
friends at a rented bull stable in Ban Khao Pridi village of
Thung Song municipality. About 11pm on Monday six men carrying guns
arrived by car and a motorcycle. They ordered the six friends to
stand up side by side and then accused them of acting arrogantly.

Without further warning, Saravoot and Theerayut were each shot in
the head. Their four friends fled for their lives. The gunmen also
left the place. Saravoot died instantly and Theerayut succumbed to
his wound at a local hospital. Police said Saravoot had rented the
stable to house bulls owned by his uncle in Phatthalung ahead of
the bullfights in Thung Song on Sept 23.

Two days previously he had quarrelled with a bull keeper at an
adjacent rented stable who mistakenly thought Saravoot had cursed
him. Witnesses said Saravoot actually shouted abuse at teenage
motorcyclists who loudly revved their machines in front of his
stable, annoying the bulls.

The argument had become loud and fierce, and included life threats.

The second victim, Theerayut, was not involved in the quarrel. He
had just gone to the stable to visit his friend Saravoot on Monday
night, police said. Theerayut was a relative of Phuket assistant
governor Phakphum Intharasuwan, a former district chief of Thung Song.
The bull keeper who quarrelled with Saravoot worked for an influential
village headman...

Saravoot's friends were helping identify the gunmen, who would be
tracked down, police said.

Appeals Court: Man gets death for child's rape, murder on train

The Appeals Court yesterday upheld the lower court's death sentence
for child killer Wanchai Saengkhao. Wanchai, 23, raped and murdered
a 13-year-old girl on an overnight train bound for Bangkok on July 5
last year. He was an employee on the train at the time.

The verdict was read out at Prachuap Khiri Khan's Hua Hin Provincial Court.
Wanchai, who was in court to hear the verdict, can lodge an appeal within
30 days. He had asked for a lighter sentence, claiming he confessed and
had repented.

But the Appeals Court said the case could have been prosecuted without his
confession. It found that he confessed because of the solid incriminating
evidence. Wanchai appeared indifferent to proceedings throughout the
20-minute reading of the verdict.

Members of the victim's family and extended family said they were content
with the ruling. The girl was sleeping in her berth on the train when
Wanchai attacked her. He threw her off the train while she was still alive.
 
ONCB warns women against foreign men

THE Office of the Narcotics Control Board (ONCB) yesterday warned
Thai women who have foreign boyfriends or husbands to beware of
being tricked or forced into drug trafficking.

ONCB deputy chief Witthawan Sunthornkhajit told a seminar on lessons
and recommendations to prevent Thai women from getting involved in
drug trafficking that between 2012 and 2014, the agency learned that
190 Thai women had been arrested overseas for smuggling narcotics.

Countries with the most Thai women in prison are:
Brazil: 35
Japan: 30
Malaysia: 16
and Cambodia 13.

with most cases related to crystal meth, cocaine and heroin.

The most popular methods of smuggling were, hiding drugs in a modified
compartment of the luggage; hiding in cosmetics or shampoo bottles; or
hiding in physical orifices, such as mouth or genitals, he added.
He also urged Thai women to beware of foreign men, especially Africans,
if they try to befriend them or offer them a job as they could be
tricked or forced into drug smuggling.
