Kabin Buri prison moves inmates to Sa Kaeo as floodwaters rise

The Department of Corrections evacuated 30 female and sick inmates from Kabin Buri District Prison in Prachin Buri province yesterday as floodwater rose to about 1.5 metres around the facility.

The inmates were transferred to Sa Kaeo Provincial Prison, while the evacuation of 315 male inmates has been postponed until Monday because authorities were prioritising assistance to flood victims in Kabin Buri district and it was already late in the day.

The department said the evacuation plan is being closely managed by the commander of the prison in Corrections Region 2, who is coordinating with local agencies to ensure that the operation is carried out safely.

The Internal Security Operations Command’s Prachin Buri office also provided military trucks to transport inmates from the area in front of the prison, where floodwater is deep, before transferring them onto Department of Corrections vehicles.

The Department of Corrections said the evacuation had proceeded smoothly and safely and urged relatives of inmates not to be concerned, saying officials from all relevant agencies are working around the clock.

Kabin Buri District Prison has also suspended family visits until the flood situation improves.

Prachin Buri is among the eastern provinces hardest hit by flooding after several days of heavy rain.

Kabin Buri district has been particularly badly affected, with floodwater reaching around 1.5 metres in some areas

Floating Vendors Keep Bangkok Fed In Deep Water

September 29, 2026 6:03 am

BANGKOK – Heavy monsoon rains have transformed the busy streets of Bangkok into waist-deep rivers this week. However, local street vendors are refusing to let the rising floodwaters wash away their daily business. Instead of closing down, these resourceful traders have quickly built floating stalls using plastic boxes and empty oil drums.

Residents are now wading out into the murky water to buy their daily household essentials. The flooded streets look just like a traditional Thai floating market, but with a very modern twist. People are buying fresh vegetables, hot meals, and drinking water right from these clever makeshift rafts.

Ratchaburi prepares for evacuations as Mae Klong River rises

'Massive flood' warning as Mae Klong Dam raises discharge rate

Ratchaburi municipality on Tuesday alerted residents to be on standby for evacuation and ordered schools and childcare centres to close in the face of an imminent threat of major flooding from the rising Mae Klong River.

City mayor Sakchai Pisanpol advised communities along the river to start moving personal belongings and valuables to high ground and vehicles to safe parking areas provided by the municipality and Muang police station.

The warning was issued as the Mae Klong continued to rise and looked set to overflow after upstream Mae Klong Dam in Kanchanaburi increased the discharge rate beyond a critical point.

The last devastating flood in Muang district of Ratchaburi was in 1996 and the municipality anticipated a serious flood this time, he said, while asking people not to panic and to keep updated on the situation.

All schools and child daycares run by the municipality were ordered to close for the week.

The Mae Klong runs through the city of Ratchaburi before entering Samut Songkhram.

The dam began releasing 1,900 cubic metres of water per second (cm/s) at 1pm and expected to increase it to 2,500 cm/s, according to Regional Irrigation Office 13, the operator.

A discharge of 1,500 cm/s is considered a critical flood point for people living downstream. It has already been exceeded.

Its first major flood victim could be Ban Pong, a commercial district town in Ratchaburi.

However, the latest information posted by Ban Pong municipality on its Facebook page was a retirement celebration, with smiles all round, on Tuesday. "Please update the (water) situation," a woman with the Facebook name of Nu Nu wrote.

Samut Songkhram municipal workers and volunteers have been building sandbag barriers along the river's edge and at key state offices in preparation for the expected flood when the massive volume of water reaches Muang district.

The office also warned the flood outlook could be worsened by high tides in the Gulf of Thailand, which cause rivers flowing into it to back up.

Floodwater blocks sections of Sukhumvit Route 3 in Klaeng, Rayong, on September 28, forcing motorists to seek alternative routes around the flooded areas.

RAYONG, Thailand – Flooding has made several sections of Sukhumvit Route 3 in Klaeng district, Rayong, impassable following heavy rain on September 28, with motorists from Trat advised to take the coastal route instead. Klaeng district officials reported at 11:25am that floodwater was blocking traffic at several locations, particularly around Klaeng Intersection, Nong Si Nga and Nong Kla.

Motorists travelling from Trat towards Rayong are advised to use the coastal route via Laem Sing Road, the Taksin Maharaj Bridge, Pak Nam Khem Nu Bridge, Chao Lao Beach and Chalerm Burapha Chonlathit Road. The route continues across Prasae Sin Bridge before turning right onto Route 3161, then left at Wat Wang Wa Intersection and onto the Klaeng bypass.

Some sections of the alternative route also have standing water, but levels remained relatively low at the time of the update and all types of vehicles could still pass. Motorists are advised to check road conditions before setting out and drive with extra caution because flooding conditions can change quickly.

KANCHANABURI LINE: THAM KRASAE SECTION CLOSED
SRT has temporarily closed the railway between Tha Kilen and Nam Tok in Kanchanaburi today, 28 September, due to severe flooding around the Tham Krasae bridge.
SRT says the water has risen to the retaining wall and beneath the bridge piers, reaching a level of around 4 metres. The railway considers the bridge unsafe for trains to cross under the current conditions.

Four trains are now running on shortened routes:
• No. 485 Kanchanaburi → Nam Tok: terminates at Tha Kilen
• No. 257 Thonburi → Nam Tok: terminates at Tha Kilen
• No. 260 Nam Tok → Thonburi: starts from Tha Kilen
• No. 258 Nam Tok → Thonburi: starts from Tha Kilen
This means there are currently no trains between Tha Kilen and Nam Tok, including across the famous Tham Krasae wooden trestle.
Passengers holding tickets for the suspended section can apply for a full refund at railway stations nationwide.
SRT says it will continue monitoring the flooding and inspecting conditions before making further changes to services.

A damaged boat lies stranded on North Pattaya Beach after rough seas battered the Pattaya coastline, with authorities seeking its owner to arrange assistance.

PATTAYA, Thailand – Pattaya City is asking owners of boats damaged or stranded along the coast to contact city authorities so assistance can be arranged. The appeal follows recent rough seas and heavy weather that left at least one damaged boat on North Pattaya Beach. City officials said they need boat owners to come forward and clearly state what assistance they require before authorities can take further action.

Officials explained that they cannot intervene or remove damaged vessels without first receiving the owner’s consent and instructions on how they wish the city to assist. Boat owners affected by the weather are asked to contact Pattaya City directly to discuss possible assistance. They can also call the Pattaya City Contact Center hotline at 1337. The city urged anyone who knows the owners of affected boats to pass on the message so the authorities and owners can work together to resolve the situation.
